Robbery Division Investigators received information about a robbery being planned near the 1200 block of Oak Meadows in Houston, TX in March, and then set up surveillance on the location in question.
While under surveillance, five suspects were seen walking through a vacant field, carrying weapons. When the suspects approached an area occupied by HPD, the officers identified themselves and ordered all to surrender. Four suspects fled the location on foot, but the fifth, Rosalio Ledesma, 25, reportedly approached the officers while pointing his weapon at them. The officers discharged their duty weapons, and Ledesma was pronounced dead at the scene.
The four suspects who fled were taken into custody a short time later, and additional suspects involved in the planning of the robbery were also taken into custody. March 29, 2010. Charges have been filed against eight suspects arrested.
The suspects, reported as Ana Elia Borrego-Tapia, Anahi Guadalupe Flores-Limon, Mario Flores-Andrade, Jesus Duenez, Edwin Chavez, Antonio Rubio Zuniga, Fabian Borrego and Eddie Ledesma, are all charged with engaging in organized crime in the 179th State District Court.
As is customary in HPD officer-involved shooting incidents in the city limits, this case will be investigated by the Homicide and Internal Affairs Divisions, as well as the Harris County District Attorney's Office.
Officers are authorized to use deadly force. But sometimes the force used is unnecessary and can lead to the death of an innocent bystander. Although this case seems at odds to that conclusion, knowing your rights as a shooting victim are essential.
