While a CIA agent, Brian Jeffrey Raymond is said to have drugged and sexually assaulted dozens of women. There are instances in which women drugged by Raymond were raped. He met these women through online dating apps, in the United States and in other countries around the world. Hundreds of videos were made by Raymond depicting him sexually assaulting women in a variety of different ways. Raymond, age 45, drugged and sexually assaulted women for a period of 14 years.
Arrest in Mexico
Raymond’s predatory conduct finally came to the attention of law enforcement on May 31, 2020. Raymond was working for the U.S. Embassy in Mexico at that time. At about 6:30 local time in Mexico City, law enforcement officials responded to reports of an unclothed woman on an apartment balcony screaming for help.
Emergency medical personnel also responded to the scene. The woman was taken to a local hospital, having suffered multiple injuries that included:
- Vaginal injuries
- Bruises on her arms
- Bruises on her knees
- Cut cheek
Woman’s Encounter with CIA Agent Raymond
After being treated medically, the woman was interviewed by investigators. According to the woman (whose name is not provided to respect her privacy), the events between her and the CIA agent transpired as follows:
- The woman met Raymond on the Tinder dating app
- The pair agreed to meet in a Mexico City shopping area, where they spent the afternoon
- Later in the afternoon, the woman and Raymond went to his apartment
- The apartment was leased on Raymond’s behalf by the U.S. Embassy
- Raymond provided the woman with snacks and wine
- After she consumed the snacks and wine, the woman passed out
- Raymond did concede that he had sexual contact with the woman
- The woman said she never consented to sexual contact with Raymond
- The woman doesn’t recall being on the balcony screaming for help
- Raymond was taken into custody
Diplomatic Security Service and FBI Launch Investigation
Directly after his arrest, both the Diplomatic Security Service and the FBI launched investigations, including obtaining warrants. As part of this effort, agents searched the U.S. Embassy paid-for apartment provided to Raymond as well as his parents’ residence in La Mesa, California. Warrants were also obtained to search various of Raymond’s internet accounts, including:
- Tinder account
- Social media accounts
- iCloud account
Investigators also seized Raymond’s hardware, including:
- Phones
- Laptops
- Tablets
- Memory cards
On these various devices, investigators are said to have discovered incriminating evidence.

Raymond was assigned to a variety of locations during his tenure with the CIA. As a result, investigators have tracked down victims of Raymond’s drugging and sexual assaults to a number of locations that include:
- Mexico
- California
- Virginia
- Washington, D.C.

- “Country 4”
- “Country 5”
- “Country 6”
